Elephant Festival

A festival celebrated around Holi, great occasions for the visitor, to watch several elephant sports and enjoy the festival of colours. A magnificent spectacle, it unveils the majesty and grandeur of elephants. A royal procession of sixty elephants in their best finery, a match of elephant polo and an elephant race are main events of the festival.

Staged at Jaipur Chaugan Stadium elephants put up a variety programme and the arena is brought alive with musician and dancer. Makar Sankranti

The festival is celebrated on the 14th of January every year. This has now become the festival of kite-flying which does not spare the soaring spirits of anyone in Jaipur. The devoted ones, however, take a holy dip in the kund at Galtaji. The traditional sweet associated with it is Phirni, made in abundance by the halwais of Jaipur.

Jawahar Kala Kendra


Jawahar Kala Kendra is an arts and crafts centre located in the city of Jaipur. The centre is important not because of the nomenclature but its close association with the city of Jaipur itself. The centre was built in the year 1986 and the constuction completed in 1991. The centre was launched by the state government to provide space to the cultural and spiritual values of India and display the rich craft heritage. The centre is dedicated to the late prime minister of India Jawaharlal Nehru.

The centre has been constructed in a manner so as to reveal the ideology of the ex-prime minister and Maharaja Jai Singh, the founder of Jaipur city. Like Jaipur the structure is built based upon ancient hindu treatise that is Shilpa Shastra. The centre in contemoprary times is also a venue of theatricaland musical performances.

The centre has been made in eight blocks housing museums, theatres, library, arts display room, cafeteria, hostel and studio.The centre is frequently occupied with artists and arts loving people. Situated 25 km.from Jaipur, Ramgarh is popular for its huge artificial lake. The lake was created by constructing a high bund amidst tree covered hills. Jal Mahal

Jal Mahal is an 18th century pleasure palace and is located in Jaipur, the capital city of Rajasthan. The palace is perched amidst Mansagar lake, Jal Mahalwhich is in turn nestled amongst the Nahargarh hills. The Jal Mahal Palace, Jaipur is noted for its sophisticated design and grand architecture. The first four floors of this building is under water, only the top floor remains outside. The lake eco system is home to a variety of migratory and resident birds. The Mansagar Dam on the eastern side of the lake acts as a vantage point for viewing the lake and the valley.

The Water-Colored Palace : The Jal Mahal, an intrinsic example of Indo-Mughal architecture, stands like a vigilante of peace in the serene and quiescent waters of Man Sagar lake. With first four floors inside water, the majestic palace stands tall with its top floor outside the water arena. One can enjoy the tranquil waters of the lake while sitting under the elaborately modeled and exquisitely carved balconies and arched roofs, thinking about the royal menus of the duck shooting parties. The maharajah Sawai Madho Singh used to invite royal dignitaries to this leisure palace, who usually rocked the ambiance with their adventure autobiographies. B.M. Birla Auditorium

Statue Circle

This famed circle is actually a traffic roundabout in Jaipur, placed at such a strategic position that half the Jaipur passes by it. Noted as the favorite evening hang-out place, it is a good place to savor spicy local delicacies and snacks offered by hawkers and 'Meals on Wheels' vendors. It is called as Statue Circle because of the imposing idol of Sawai Jai Singh, the founder of modern day Jaipur holding staff and astrological diagrams, which occupies its heart. The idol is placed here to commemorate the great sovereign, builder and futurist. It is a delightful picnic spot, which looks especially beautiful with all the lighting and colorful fountains here.

City Palace

The City Place of Jaipur is a major tourist attraction in Rajasthan. The City Palace or the main palace is an imposing blend of traditional Rajasthani and Mughal art and architecture. The City Palace complex houses several palatial structures constructed by many legendary rulers. Sawai Jai Singh was resposible for making many edifices within the complex and later on additions in the structure were made by his successors. The city palace is divided into two parts- one houses Sawai Man Singh museum and other is still the residential palace of the former maharaja.

The complex consists an excellent museum, an armoury, sprawling gardens, buildings and several fine halls. The museum of Maharaja Sawai Man Singh II has an extensive collection of art, carpets, enamelwares and 15th century weapons.

Other significant attractions within the City Palace complex are the Textile, Art Gallery, Chandra Mahal, Mubarak Mahal, Badal Mahal, Sukh Nivas & Shobha Nivas, Chhavi Nivas & Mukut Mahal, Shri Govind Dev Temple.

Mubark Mahal
Mubark Mahal is an enchanting building inside the City Palace Complex, built by Maharaja Madho Singh in nineteenth century. It has a beautifully carved marble gate with heavy brass doors on either side of this gate. Some other interesting sections in the palace are the Diwan-i-Am or hall of public audiences including decorations and manuscripts in Persian and Sanskrit, the Diwan-i-Khas or hall of private audiences with a marble paved gallery.

Chandra Mahal
The Chandra Mahal, or the Moon Palace is the centre of the palace, which provides a fine view of the gardens and the city. On the fourth floor of the Chandra Mahal is the 'Shobha Nivas' or "Hall of Beauty" with mirror encrusted walls having exquisite blue tiled and mica decoration. The Shobha Nivas and the Sukh Nivas is still occupied by the present Maharaja.

Chhavi Nivas
The fifth floor is the 'Chhavi Nivas' or "Hall of Images", with a polished floor of blue and white painted walls, the maharajas retreat in the rainy season. The sixth floor has rows of double columns with mirrored ceiling through which one can have a magnificent view of the rugged hills.

Mukut Mahal
The uppermost storey is called the 'Mukut Mahal' or the Crown Building. Opposite the Chandra Mahal lies the 'Badal Mahal' and the Govind Devji Temple stands between the Chandra Mahal and the Badal Mahal. In the middle of Chandra Mahal and the Badal Mahal, a very delightful system of fountains is placed.

A perfect amalgamation of Rajasthani and Mughal architecture, The City Palace is situated in the heart of the city. A major section of the palace has been converted into a museum while the royal family still lives in one section. Rajasthan's role in the development of Indian art has been very important. The decoration of dwellings and other household objects was but one aspect of the creative genius of the Rajasthani - the world of miniature paintings is perhaps the most fascinating and the distinctive styles that have existed here are renowned the world over. From the 16th century onwards there flourished different schools of paintings like the Mewar school, the Bundi-Kota kalam, the Jaipur, Bikaner, Kishengarh and Marwar schools.

Maharaja Ganga Singhji, Bikaner influenced by the surroundings, these medieval paintings have their own unique styles - the hills and valleys, deserts, places and forts, gardens, court scenes, religious processions and those highlighting scenes from the life of Lord Krishna were the recurrent themes of these paintings. The Raagamala paintings and those based on Goeta Govinda are treasures of Rajasthan. It is widely believed that the miniature artists of Rajasthan were practising and perfecting their art as early as the beginning of the 16th century and were later employed by the Mughal courts, specially by the Great Mughal emperor Akbar.

Each school of painting had its distinctive features. For instance, the flowing rivers, dense forests, lush green fields of Kota-Bundi region were transferred to the paintings of that regions. In palaces of Kota-Bundi are displayed the paintings depicting hunting scenes and animal fights. Other than Nature, the figures of women are graceful, with wellproportioined bodies and sharp features. CoIours used are mainly bright, with red prominently appearing n the background. Areas in the viciniity of this region, like Uniara, Indergarh and Sarola were also influenced by the Kota and Bundi kalam.

Miniature paintings, Kota the ruler of Amer-jaipur were closest to the Mughals and had maintained political and social links with them Therefore, it was only natural to find a strong Mughal influence in the paintings here. Examples of this can be understood in the paintings in the palaces of Amer, Bairat and Toda Rai Singh and much later in Samod, Achrol, Shahpura, Alwar and Tonk.The Kishengarh school is best known for its Bani Thani paintings. A totally different style with highly exaggerate features - long necks, large, almondshaped eyes, long fingers and the use of subdued colours. The originality of style can be credited to its royal patron - Raja Sawant Singh, better known as Nagari Das. The usual court scenes have also been painted h-ere but it was Nagari Das and his love for the singer-poet Bani Thani which gave this tiny state the most refined and delicate paintings.

Jodhpur has a very strong folk tradition and here the figures are mainly robust warriors and dainty women. Paintings of the legendary lovers like Dhola-Maru on camelback, hunting scenes which included innumerable horses and elephants dominate the paintings of the Marwar region. Similarly, Bikaner too had strong Mughal influences and developed a style which was a combination of both the local as well as borrowed styles.The colours used by the miniature artists were made from minerals, vegetables, precious stones, indigo, conch shells, pure gold and silver. The prepariing and mixing of colour was an elaborate process and it took weeks, sometimes months, to get the desired resuIts. Very fine, specially created brushes were made for different kinds of paintings.The landscape changed, the colours used were varied, paintings were done on paper and palm leaf to illustrate manuscripts, and on walls of palaces and the inner chambers of forts, havelies (the painted havelies of Shekhawati are well-known), and paintings were done on cloth. But the importance of miniatures has never diminished -even after all these years. Pure Rajput paintings and those influenced by the Mughal court provide an interesting insight into the lifestyle of the centuries and continue to fascinate scholars to this day. Artists in Jaipur, Nathdwara and Kishengarh , still work on miniatures and some of them produce excellent work. There have been several new developments but on the whole, the magical quaility of the miniature continuous to live on.

In a different class but with several similarities are the cloth paintings of Rajasthan which include the phads - scroll paintings used by the Bhopas and the pichwais - cloth hangings used behind the deity in Vaishnava temples. Done in bright colours with bold outlines, these paintings have very strong religious traditions. And the artist who works on them considers himself to be a servant of the Lord and puts in shraddha or devotion on each pichwai or phad that he paints. This art form is also done for commercial use.

The evolution of the House of people's representatives in Rajasthan has an important place in the constitutional history of India as it was the outcome of the merger of 22 princely States of the erstwhile Rajputana with the Union of India. As per the provisions of Article 168 of the newly framed Constitution of India, every state had to establish a legislature consisting of one or two Houses. Rajasthan opted for unicameral character and its legislature is known as the Rajasthan Legislative Assembly.

The legislature, which is running its twelfth term, was first elected by adult franchise in 1952 and this process is continuing with the exceptions of 1980 and 1992 when the Presidential Rule was in force. The strength of the Rajasthan Legislative Assembly, which is determined by delimitation Commission, was 160 in 1952 and presently stands as 200 after many more recommendations of the same Commission.

The Governor of the State summons the House from time to time keeping in mind that the intervening period between the last sitting in one session and first sitting in next session does not exceed six months. As per the Rules, Rajasthan Legislative Assembly shall have at least three sessions in a calendar year. The business of the House is decided by the House on the recommendation of the Business Advisory Committee.

Legislative Committees can be divided into two categories - the Standing Committees and the Ad-hoc Committees. In Rajasthan Legislative Assembly, there are 18 Standing Committees out of which four are financial and the rest relates to various other subjects. The financial committees are - Public Accounts Committee, Public Undertakings Committee and two Estimates Committees. The financial committees are elected on the basis of proportional representation through single transferable vote and the rest are nominated by the Speaker. The Chairmen for all these committees are nominated by the Speaker from out of the members of these committees.

The basic function of the Public Accounts Committee is to examine the Secretaries to Government on various irregularities in their Departments as pointed out in the Report of the Comptroller and Auditor General. Similarly, Public Undertakings Committee is required to go into the functions of the various pubic undertakings and is expected to examine the Undertakings on various irregularities pointed out by the Report of the Comptroller and Auditor General under their control.
